The French Parliamentary Permacrisis: The Dawn of a Fresh Governmental Reality

Back in October 2022, when Rishi Sunak took over as British prime minister, he was the fifth consecutive UK leader to take up the role over a six-year span.

Triggered in the UK by Britain's EU exit, this signified unprecedented political turmoil. So how might we describe what is occurring in the French Republic, now on its sixth prime minister in two years – three of them in the last ten months?

The current premier, the recently reappointed Sébastien Lecornu, may have gained a brief respite on Tuesday, sacrificing Emmanuel Macron’s flagship pensions overhaul in return for opposition Socialist votes as the price for his government’s survival.

But it is, in the best case, a temporary fix. The EU’s number two economic power is locked in a political permacrisis, the scale of which it has not witnessed for many years – perhaps not since the establishment of its Fifth Republic in 1958 – and from which there seems no simple way out.

Minority Rule

Essential context: from the moment Macron initiated an risky early parliamentary vote in 2024, France has had a divided assembly separated into three opposing factions – the left, the far right and his own centrist coalition – without any group holding a clear majority.

At the same time, the nation faces twin financial emergencies: its national debt level and budget shortfall are now nearly double the EU limit, and hard constitutional deadlines to pass a 2026 budget that starts controlling expenditures are nigh.

In this challenging environment, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.

In September, the president appointed his close ally Lecornu as his latest PM. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which proved to be largely unchanged from before – he faced fury from both supporters and rivals.

To such an extent that the following day, he resigned. After just 27 days in office, Lecornu became the shortest-lived premier in recent French history. In a dignified speech, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job all but impossible.

A further unexpected development: shortly after Lecornu’s resignation, Macron requested he remain for two more days in a final attempt to secure multi-party support – a mission, to put it mildly, filled with challenges.

Next, two of Macron’s former PMs openly criticized the embattled president. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) refused to meet Lecornu, promising to vote down any and every new government unless there were early elections.

Lecornu stuck at his job, talking to everyone who was prepared to hear him out. At the end of his 48 hours, he appeared on television to say he believed “a path still existed” to avoid elections. The leader's team confirmed the president would appoint a new prime minister two days later.

Macron kept his promise – and on Friday reappointed Sébastien Lecornu. So recently – with Macron commenting from the wings that the country’s rival political parties were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Could he survive – and is he able to approve the crucial budget?

In a high-stakes speech, the 39-year-old PM spelled out his budget priorities, giving the Socialist party, who oppose Macron’s controversial pension changes, what they were waiting for: Macron’s key policy would be suspended until 2027.

With the conservative Les Républicains (LR) already supportive, the Socialists said they would refuse to support censorship votes tabled against Lecornu by the far right and radical left – meaning the government should survive those votes, scheduled for Thursday.

It is, however, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS explicitly warned that it would be seeking more concessions. “This,” said its leader, Olivier Faure, “is just the start.”

A Cultural Shift

The problem is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, similar to the Socialists, the conservatives are themselves divided over how to handle the new government – some are still itching to topple it.

A look at the seat numbers shows how difficult his mission – and longer-term survival – will be. A combined 264 lawmakers from the far-right RN, radical-left LFI, Greens, Communists and UDR want him out.

To achieve that, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 deputies or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth precarious prime minister in two years is, like his predecessors, finished.

Most expect this to occur soon. Even if, by an unlikely turn, the dysfunctional assembly summons up the collective responsibility to pass a budget by year-end, the outlook afterward look grim.

So is there a way out? Early elections would be unlikely to solve the problem: polls suggest nearly all parties except the RN would lose seats, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.

An alternative might be for Macron himself to step down. After winning the presidential election, his replacement would disband the assembly and hope to secure a parliamentary majority in the ensuing legislative vote. But this also remains unclear.

Surveys show the future president will be Le Pen or Bardella. There is at least an strong possibility that French electorate, having chosen a far-right leader, might think twice about handing them control of parliament.

In the end, France may not escape its predicament until its leaders accept the new political reality, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.

Numerous observers believe that cultural shift will not be feasible under the existing governmental framework. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.

“The regime … was never designed to facilitate – and even disincentivizes – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic may well have entered its terminal phase.”
